More PUs deployed than the defined SLA

Hi. I have an SLA defining that a certain PU should be deployed 6 times, instances per machine, no backups. This PU is deployed on 4 machines, so it should be simple - 2instances on each machine. But what I actually get is **12 instances,** spread out unevenly between servers - two of them are running 4 instances. Any idea?
